When two Naval aviators are killed in the crash of their newly upgraded F-14 jet, Harm uncovers improprieties with both the civilian contractor and the Navy liaison. Congresswoman Latham, seeing in this case an opportunity to further her election campaign, offers the Navy liaison immunity in exchange for testifying at a Congressional hearing which in turn is abruptly terminated by taped evidence. Harm salvages the case and in a turnabout, opts to defend the Navy liaison in a bid to bring the manufacturer to account.
