Harm and Mac are assigned to prosecute Lt. Colonel John Farrow on charges of willfully disobeying a direct order, causing civilian deaths in Haiti. As the case made the front pages of the world's newspapers, Chegwidden is assigned as defence counsel. Dissatisfied with the way the case is shaping up in court, Harm makes a dangerous sortie into Haiti to bring back the key witness in the case, the mother of the child slain in the action. Her compelling testimony turns the tide of public opinion in Farrow's favour, as Harm had intended.
