Meg accidentally receives a fax containing stolen information about an upcoming secret visit by Boris Yeltsin to Washington to sign an arms treaty. The sender is the mythical assassin Hemlock, whom no one living has seen. Hemlock tracks the fax to Meg, and shoots her. As Meg fights for her life in hospital, Harm and Krennick enlist the aid of Meg's friend Ollie (Oliver North), to find Hemlock and stop him before he accomplishes his mission to kill Yeltsin.
